The first false move in this direction is the easiest: the assumption thatrace is an observable physical fact, a thing, rather than a notion that is profoundly andin its very essence ideological. A recent newspaper article about the changing compositionof the population of Washington, D.C., included the following statement: "TheWashington area's population of races other than white or black, meaning mainly Asians,tripled between 1970 and 1977. Recent statistics equivalent to those for racial groups arenot available for Hispanics, who are an ethnic group rather than a separate racialcategory."2 What makes Hispanics an ethnic group, while blacks, whites, and Asiansare racial groups? Presumably, the fact that, while they share a language (no one, surely,would suppose that Hispanics all share a single culture), they do not comprise a singlephysical type and they originate from different countries. But, on that reasoning, blackand white Americans constitute an ethnic group: they are originally from differentcountries, they certainly do not all look alike, but they share a language.* What aboutAsians? They are not of a single physical type and they, too, come from differentcountries. Adhering to common usage, it is hard to see how they can be classed as either asingle race or a single ethnic group: they do not all share either a language or aculture.
